The story takes place in 1999 in Zanzibar Land, a Central Asian nation controlled by a group of mercenaries. In a context of global energy crisis, biologist Kio Marv, inventor of OILIX, an algae that promises to revolutionize the oil industry, is kidnapped and imprisoned in a strong place in Zanzibar. Colonel Roy Campbell, commander of the Special Forces Unit Fox Hound, recalls Solid Snake at the service to rescue the scientist.
